SCOTLAND coach Scott Johnson refused to blame referee Craig Joubert after his side had lost to Wales in their Six Nations encounter in Murrayfield.
Joubert awarded 28 penalties - a record for an international match - as Wales ran out 28-18 winners.
Leigh Halfpenny kicked seven penalties for Wales, while missing with three other efforts.
But Johnson - the former director of coaching at the Ospreys - refused to point the finger at the South African official.
Asked about the penalty count, he said: "I'm not going to point fingers. We have got to understand what we are doing wrong.
"We played with great heart and showed great resolve.
"But we can't keep doing just that."
